Resource Management & Project
Leadership As a
senior manager in private and public agencies, I was responsible for the
efficient running of several policy and operational areas/teams. I am experienced in the management of
large-scale projects with significant systems components. Analysis and Testing As
social scientist I am professionally qualified to conduct routine or in-depth
analysis and useability testing on information design products and services
and to design appropriate testing methodologies. I am qualified in interviewing and survey work. Business process mapping and
re-engineering My
academic qualifications in this area (particularly in Organisational
Psychology) have been useful in conducting practical exercises for Local and
Commonwealth Government agencies. I
provided these services to a range or organisations including: Brisbane City
Council, WorkCover SA, Centrelink, DSS and FaCS, ComSuper. SAP,
Documentation, Internet & Intranet I
analysed system processes and document workflows in 4.6 as part of work in
the DEWR outsourced HR area. I have
also completed a SAP Enterprise Portals Fundamentals course. Consultancy
tasks have included preparing and testing customer interfaces and screen
design concepts (GUI) for public and private agencies and preparing easy to
read user manuals. This included work
for the National Archives of Australia, grants system documentation work for
DETYA and work relating to an innovative GPS. Knowledge
Management I have
been involved with devising improvements to existing knowledge-based systems
since the mid 1980s. This included online staff feedback mechanisms,
providing Intranet procedure manuals to be shared by technical staff and
conducting training and presentations to fast track new starters and
managers. As the
Knowledge Manager for Rengain I developed the KM Business Line and deployed
practical knowledge management initiatives within the company. Similarly as the Director Adept KM, I have
undertaken knowledge management work within the company and (via consultancy
arrangements) with public and private sector agencies. Currently
my studies toward the Masters in Knowledge Management are attracting
excellent results and I have been able to provide papers to a number of
public sector agencies as a service to the industry. These practical papers have covered issues
in KM ROI, Motivation, Systems, Frameworks, Principles and Processes. Information
Design I have
worked in and/or managed Information Design and Public Relations areas in a
number of government departments. I
am a qualified Information Designer and a member of the Business Forms
Management (BFMA) organisation, with practical experience in paper-based and
electronic document design. I have
conducted training in Information Design in large government departments and
have conducted Content Management workshops for the International Quality and
Productivity Centre (IQPC). Policy
and legislation As an
EL1 and EL2 in charge of policy areas, I was responsible for all aspects of
policy development work including assistance with drafting legislative
amendments. Specifically, my work in a Policy Development and Implementation
Section involved the development of new policy proposals and savings options
from inception to final legislation and beyond. I also worked in a Policy Administration and Advice Section
that dealt with providing policy advice consistent with the legislative
intent. Assistance
to industry associations I have
been a member of the ActKM Executive Committee (Web Master) for one
year. My current role is to manage the
development of a new website and to migrate our information and knowledge
from a list serve to the new site. I
have also provided feedback on the Standards Australia standard for knowledge

July 2003 – Evaluation Consultant
(EL2 equivalent) Health & Ageing I am currently undertaking a comprehensive review
of a Rural Health Program for the Department of Health and Ageing. This covers a number of 'key knowledge
management areas' (eg improved opportunities for collaboration, knowledge
sharing). April – June 2003 CEI Manager
Agriculture, Fisheries & Forestry, Australia My role during this contract was to improve AFFA's
Chief Executive Instructions (CEI) processes and essentially to get the
project back on schedule. I also
provided 'knowledge management value-added services' in relation to advice on
ways to improve knowledge sharing and management within the Governance area. February – March 2003 Executive
Consultancy NOIE This
consultancy involved mapping the Commonwealth government's distribution of
products and services and the interrelationships with channel management
'within a knowledge management framework'.
This formed an integral component in NOIE's whole-of-government
distribution strategy. Dec 2001 - Dec 2002 Knowledge Manager
– Rengain (SES equivalent) As the
Knowledge Manager in this organisation, I planned, developed and implemented
knowledge management services for Rengain's customers and internal
stakeholders. This was a 'hands on' practical knowledge management role
involving the delivery and management of initiatives, as well as the
strategic work associated with promoting knowledge management within and
external to the organisation. June 1995 – Jan 2002 - Managing
Director Adept KM (Contracted ATO 2002) Performed
a range of knowledge management related consultancy or contracting work
including database construction, change management and process
re-engineering, as well as online service delivery assistance. Was contracted to the Australian
Taxation Office during 2002 to assist with information design and
communication products and testing. Managed
a variety of knowledge management related projects including development,
analysis and testing of Centrelink’s Family Payments and Newstart packages,
CSIRO’s Performance Appraisal scheme, ComSuper's business information
initiatives and Internet services and useability testing for the National
Archives of Australia. 1994 – Director Forms &
Publications H&RD (EL2 equiv) Managed
the Department of Housing and Regional Development’s publications area. 1990 to 1993 – Account Manager DVA
(EL1/2) Provided
high-level policy advice and was responsible for budget initiatives and
amending legislation. This involved
high-level stakeholder consultations. Responsible for the automatic advice
system for DVA clients involving assistance with User Requirements Definition
Specifications and Mainframe system testing.
1989 to 1990 – Assistant Director in
DVA (EL1). In the
Industrial Relations area - implemented the Department’s SES structure. It involved high-level negotiations with
senior personnel. 1989 – Policy/Project Officer DSS
(APS 6) Employed
in the Management Consultancy area of the Department of Social Security with
responsibility for consultancy projects (eg performance monitoring).
Knowledge management tasks involved Project Management and Staff Feedback
systems. 1986 to 1989 – Design and Procedural
Analyst DSS (APS 6) While
working in the Forms and Records Management area, my major achievement was
the successful implementation and delivery of system-linked information
products for remote Aboriginal communities.
This involved on-site product analysis and testing throughout
Australia and selling the changed approach to conservative policy makers. 1985
– Forms Manager DoT (APS 5) Implemented
a Forms Unit within the Department of Transport from zero base. 1980
– 1985 – Forms & Records Management (various APS Departments) I
joined the Australian Public Service in 1980 and worked in a number of information
design and records management positions. |
